Rumblaloo is commonly shipped because from the one line of dialogue we have from him, he defends his brother from an angry and obviously annoyed Rainbow Dash without hesitation or cringing. Therefore there is an idea that he is brave, which is a quality most people would assume Scootaloo would like. It's not much, but then again Caramel has his entire fanon personality based off him losing seeds in Winter Wrap Up.
Also another side is Rumble probably respects his brother, and possibly idolizes him, which could be linked with Scootaloo idolizing Rainbow Dash, creating a connection between the two. They both have similar motivation which tends to bring people together, if not as a pairing at least as friends.
And really, if you want to complain about a pairing where the two characters don't know eachother, then go find PokeyPie or OctaScratch. Heck I could give you a huge list of all this ships that are common yet the characters don't know each other, and all of them are more common then this ship.
Finally, ship and let ship. People always have some motivation and reasoning for shipping and while you may not agree with it, you can't really stop them. Saying I hate *insert ship here* is not going to stop people from shipping it (and sometimes people even want to ship it more because other people hate it.)
